John Bartlett M.D., M.P.H.
Dr. John Bartlett, trained at Yale and the UCLA School of Medicine, is a psychiatrist and treatment system manager who is a widely-respected visionary on the performance management and improvement of mental health, substance abuse and chronic healthcare, particularly through the design and development of effective organizational capabilities and infrastructure. He served as a Medical Director for CIGNA, as the Senior Medical Director and Vice President for MCC (now CIGNA Behavioral Health), and as an an Executive Vice President for policy/strategic business development for Charter/Magellan. With Dr. Gelber as the consultant, he chaired the behavioral health accreditation committee for NCQA, with which he is still actively associated on measurement efforts. He is a key member of the Washington Circle substance abuse performance measurement group. Dr. Bartlett also directed a successful privately funded substance abuse day treatment program and helped to build a national website. Dr. Bartlett currently serves as the Executive Director of the national Forum on Performance Measures in Behavioral Healthcare, jointed sponsored by CMHS/CSAT/SAMHSA. He consults to and develops performance measurement and clinical quality improvement systems for a wide variety of government and private clients, as well providing business and clinical strategy consultation and evaluation.
