David Rinaldo, Ph.D.

Dr. David Rinaldo, an economics doctoral graduate of the University of Michigan, is a health economist and health services researcher, experienced in working with public and private sector purchasers, payers and policymakers to evaluate and improve health and behavioral healthcare programs and public sector systems using information and monitoring reports. Dr. Rinaldo has designed and built still ongoing national data reporting and assessment systems in health, mental health and substance abuse for Corporate Health Systems (Met Life), for Towers Perrin, where he served for six years as National Team Leader for Healthcare Data Analysis and Head of its Employer Health Care Claims Data Center, as well building a national EAP reporting system. He has assisted SAMHSA/DHHS, several states including California and North Carolina and other large employers and agencies in strategic use of health, mental health and substance abuse information. Dr. Rinaldo served as the health economist on the CSAT/SAMHSA evaluation of the buprenorphine waiver and is working on a TASC/State of North Carolina initiative funded by the Robert Wood Johnson Foundation. He is a SAMHSA and CMS' Health Care Financing Review reviewer and has served on SAMHSA/CSAT and state government expert panels on treatment financing. He has produced numerous economic policy assessment and evaluation reports on substance abuse and healthcare initiatives and has provided expert testimony at numerous state policy hearings on substance abuse and health issues. Dr. Rinaldo also works on selected innovative private sector initiatives to advance key policy innovations in substance abuse, mental health and healthcare. Dr. Rinaldo worked in government in Rhode Island and New York's health planning agencies, where he oversaw certificate of need operations. He has also held academic appointments in economics at the undergraduate and graduate levels.
